Seniors and mobility-impaired tenants say they cannot leave their units. Management blamed contractor delays and says a new contractor is now on the job.
This raises a real question for inspectors and property managers: once an elevator fails inspection in a single-elevator building, what obligation does the owner have to residents during the repair period?
